The fact that root can run the scripts says to me that either there is another, underlying permissions issue I'm not seeing, OR PERL is configured slightly different in some way for root than my regular account which is causing it not to find this module.

WebOnce the bootstrap.py script or the mach bootstrap command has been shown to work in Linux, OS X, and Windows, then we can edit the mach script and tell it to run mach bootstrap with Python 3 instead of Python 2. This bug tracks the work to make the switch in the mach script itself and to track work that has to happen before the switch can be made. it makes a lot of fun
