WebG2A is just trying to establish a market, not necessarily trying to fence stolen goods. It's just like eBay, there is no way for them to know that the goods are stolen or legitimate. When the stolen credit card is used to buy, no one knows the card is stolen. When the cardholder inevitably finds out, they issue a chargeback and the credit card company refunds them, taking the money from the store (plus a fee), and giving it to the fraud victim.
