These things also happen when you adjust the governor to take the slack out of the mechanism. To fix this, you should make the lever harder and increase the rpm that goes up.

Just unhook the helper spring on the throttle linkage to the gov and see how well it will hold high rpm. Is the throttle shaft in upside down in the carb? Replaceing weights won't change anything unless they are broken. This is done with the engine OFF. Once the engine starts the governor will govern the engine speed.

After searching and finding various diagrams I have not been able to find how the linkage hooks to the carburetor. It goes on the clip but how? Thanks for any help . It has a spring attached which pulls the throttle into the off position; the wire counteracts the spring to hold a minimum throttle setting. Without the wire, the spring sets the throttle linkage to a closed position and the engines stops.
